It's tolerable then, if it's said by someone you know well? So basically, it's ok if it's a joke? Which is what I said isn't it?
For argument's sake: If a guy or girl of different race called me a "honky" in the context of a joke/stereotype and I didn't know them but could blatantly tell it wasn't meant with malice, I'd possibly displeased if only for the fact that they don't know me well enough to be using that term with me. Not "OH MY! HE REFERED TO MY RACE!" Personally though, in reality, anyone who thinks that calling me a "honky" or "cracker" is gonna get anything but a laugh, are going to be let down.
I had a Vietnamese friend in school and still speak to him occassionally. He is sometimes the first one to initiate in a racial joke on himself. EG: He liked the song Yellow by Coldplay. I said I hated it and he said "Oh, it's because it's called Yellow, isn't it? Is that why you think I like it? Because I'm Yellow?".
The way I see it, I'm not going to go around calling someone a "n*gger", a "chink", a "honky", a "red skin" or anything like that. Why? Because I'm not racist. However, if there is a social situation where a person of any ethnicity is totally at ease with a racial joke being made, and it would happen to be funny, I don't see why there is any reason not to. When my friend said that about the song, I replied jokingly with "Hahaha, yeah, that's exactly why. Yellow song for yellow people, of course." And he in turn laughed and said in a mock serious way "F*ck off. Such a racist, you. Haha." If he had reacted badly to my reply, despite him having initiated it with me (a friend) in a jocular way, then I would be thinking that's a bit hypocritical. Especially seeing as he knows I'm 100% not racist.

How does that work? When a racist joke is said it's natural intent is to be racist. That's why it's called a racist joke. Whether or not it's "intended" to harm someone or not is arguable, but a racist joke usage is to pull fun at another race. Hence it's racist intent. So therefore, when used a racist joke has at least some racist intent.
It depends on the content, for me. Eg: British "comedian" Bernard Manning makes racial "jokes" that you can tell are derived from his distaste of other races who live in this country. That, for me, is unacceptable.
If it's someone, as my example showed above, playing off a racial stereotype in a situation where anyone of any race present, is comfortable with it, where's the harm in that? That's what I mean.
