as powerful and accurate as cyclops can be, hes only gonna get one or two shots that connect on spidey, and he's never gonna use even half his full power. spidey will recover.

if cyclops hits spidey, its bound to be from a distance. cyclops would be lucky to make up the ground on spidey in time to get in a second shot. that said, cyclops has been shown to have stronger regular blasts in the last year or two or three, so maybe one shot would be enough to put spidey down long enough...

if they're fighting in any urban setting, spidey would most likely land behind rubble/debris/whatever. cyclops would be lucky to get a straight on second shot.
and tbh, cyclops has much chance as almost anyone of hitting spidey in that situation...
