-iroman is stonger than wolveirne.
-ironman is more durable than wolverine

as long as iron man can fly he beats wolverine
on the ground, without magnetics, he still wins, he has more than enough firepower to keep wolverine at a distance, and can push 100 + tonnes if wolvie gets in too close
his shields very durable, much greater than anything wolverine could penetrate just bcause of his base str (im sure the adamantium could pierce it, but wolverine isnt strong enough to make it)
IM's armor would have the same effect, allowing tony to take more than 1 or 2 hits from wolverine, which is why he even stands a chance against some of the more powerful heros with human durability (spider-man for instance)
iron man just outclasses him

I'm not sure, but i think Tony's armor would act much like colossus's skin - wolverine can cut and scratch it because of the adamantium, but he doesnt have superstrength, so he wont be able to get through it very easily
I guess if you also take away IM's ability to augment his strength and speed, along with everything else that makes him the character he is, then the answer might be yes
or in otherwords, you have managed to handicap ironman enough so that he, as a man with out any powers in a tin suit without any powers, is beatable by wolverine, a mutant with some powers, just nothing on the scale of ironman
