Actually Bush's intelligence (or lack thereof) had nothing to do with his victory in a second election. Push polling, slander campaigns, appealing to the religious right, a weak running opponent and the regular campaign shenanigans are what resulted in his second victory. And he one a second election with yet more controversy, sure not as much as his first one, but it is far from a clean win or a mandate from the American people.
And half of the U.S. did not vote for him, ONLY half of the people who voted, voted for him, there is a difference.
Perhaps you could say that Bush was smart enough to make you vote for him, that much I could believe.
