The assassins, eventually dispacthed by Jelena and Clarion, were well-trained, experts, well informed, and precise. Yet they failed, with all the advantages on their side. And you know it was intentional. Every single attempt they made to kill the Viceroy was set-up exquisitely... to ALMOST succeed, but actually just fail. And then they died. Odd.
