I see your point, I *guess* it boils down to support. LOTR is so vast, and while "The Matrix" rivals it, it relies on limited expanded materials, i.e. Animatrix, video games, all of which are pretty limited now that the series is defunct. Neither are like "Star Wars", which has UNLIMITED potential. I'm not a frequent poster under either banner, so I don't know the real traffic it's boasting.
Remembering the less than warm reception to the last two "Matrix" films would predicate the future of its forums, if it were my forums to govern, and the decision to drop one came about.
Eventually, LOTR will be dropped for something as well.

I don't know about X-men, but I kinda like the QT forum as a subforum. Basically there are more POTC and Harry Porter fans than QT fans (like me) so there really is no need to have the QT forum very open. With the upcoming Kung fu flick and Inglorious Bastards the QT forum might pick up. But I doubt it will be as popular as the next Harry Porter movie or POTC 2.

People ''outside administrive decisions'' are basically members. And they are rather important.
Not to speak for Raz or anything, but all Raz does (the forum making and moving and such) he does in order for the members to feel happy. As Storm already mentioned, the opinions of those 'outsiders' as you called them, are rather important.
