Heroin Harm - many overdose deathes result from poor general health, rather than acute intoxicanton. The danger of infection, including HIV is increased because of prohibition restricts the availability of clean syringes.
Crime and Voilence result from the criminal world being the source of supply. Heroin itself does not produce violence, but users may resort to crime to finance their habit.
Cocain Harm - Because of the expansion of illicit cocain market is relativly recent, knowledge remains somewhat resricted. Most moderate and recreational users experience no long-term adverse effects. The same harm from impurities, crime and violence applies as with heroin.
Risks - addiction is uncommon but possible, pariculary when used in crack form. Studies show that it is rare for moderate use to lead on to heavy use.

It's the decline that varies.
I don't think there's a worse come down drug than heroin. Horrific. Feel sorry for people who get sucked into it, but....if they take the risk, only a certain amount of compassion can be felt.
