If you look at Nazi-propaganda it was first and foremost targeted at the “betrayers of Versailles.” Those whom Hitler and the Nazis viewed as having served Germany to the winners of WW I on a silver-platter. And Germany was forced to give up land and pay incredible high war-damages that would’ve ruined any other country.
The Nazi-propaganda went mostly against socialists, and communists, but also the government in general, “gypsies”, gays and handicapped people. In the beginning the anti-Semitic propaganda only mounted to some 5 % or something.So what did Hitler really believe? I don’t know, I never read “Mein Kampf”, only chapters from it – and it’s a teaching-book on bad argumentation techniques that’s for sure.
So to blame all atrocities of WWII on Hitler is falling in the “Great Men History” trap –He was probably psychotic. People like that, some gurus and cult-leaders can be extremely charismatic and have strong leadership abilities.

The problem is, that when someone like George Bush saying “axis of evil”, he’s completely abusing the word.
Stalin and his KGB went after what the paranoid dictator saw as political enemies. Stalinist Russia was nothing like communism according to the books – it was simply a dictatorship calling itself communistic. And it was a horrible place to live under Stalin.
Hitler and Nazi-Germany lost WWII. Stalin was on the winning-side… Maybe that’s why the mere picture of Hitler has become synonymous with “evil.”
But it has also to do with the REASONS for killing. Stalin went after what he perceived as political opponents. McCarthyism in the US in the 50’s can’t have been that much fun either, but people weren’t executed on a mass-scale for their political beliefs.
What the Nazi’s did were killing 6 million people – most of them on the sole basis of their culture and origins (Jewism). If you were a Jew you could not just bow and scrape and pretend to be happy and survive…
Your name could in itself be a death-mark. This senseless brutal slaughtering is what makes the Nazis “evil”.
You can't quantify evil by how many deaths you want to lay at one man's door, inaccurate exercise as that is.
We might very easily point out that Stalin had far more people to work with, and took far longer to do it. For proportion and horrible efficiency, the mass myrder Hitlier initiated is the worst in history.
But to use this as a way to judge 'levels' of evil is ridiculously petty. It also implies that had he tried and failed, that would have made him less evil, which is an odd way to think.
