In the really old comics, she eventually does get control over her powers but it takes a really long time. I read it on a comic site. I read the comic. Also, the transfers aren't exactly temporary. Even after they've faded she says that she can sometimes feel them in her head. In Xmen Evolution, her head becomes so chucked full of personalities that she starts to go crazy. She attacked anyone who came near her. The Prof. had to teach her how to expel the personalities. That doesn't mean she always does.

when rogue has full control over her abilities and has no psychic residue after stealing powers, and can keep the powers permanently to use whenever she wishes...
then maybe she'll be omega...

If it becomes a permanent power to her (extended absorption on her victim), then it should make her become an Omega level power wielder. Think of Rogue as a gestalt. Omega refers to overall capabilities level, not base level. Many things can change throughout a person's life whether it be natural, environmental (Meggan), manipulation (X-Man, Iceman), etc.
