in x-men forever, the beyonder made the point that jean would eventually evolve and rise into the cosmic congress to replace the phoenix force. her powers derive from a genetic link to the phoenix, it seems, from which she derives the typical psionic abilities. rachel's powers, on the other hand, have never been confirmed to be anything different than a powerful telepath/telekinetic whose powers are derived from the astral plane. there's nothing to substantiate the idea that rachel has the same powers as jean, particularly in that sense.
also in x-men forever, xavier alluded that he himself was not an omega. he didn't come out and confirm either way, so we can't really make assumptions. but that was the allusion.
being an omega level mutant implies that they have no cap to their potential, and could in essence continue to grow in their powers infinitely. it doesn't mean they can win every fight. it doesn't mean they have more power than an alpha whose powers are already in full bloom.
it should be noted that in endsong, the shi'ar were scared shitless that quentin quire was nearing the phoenix, as they believed an omega level mutant would make the proper host of the phoenix. they were not at all worried about storm, however, who was right outside their space ships. it's not a confirmation, but if storm wasn't an omega, why weren't they worried about her?

Do you believe that Rachel might be an Omega based on this logic? Since the shi'ar seemed to be quite determined to kill her. That might also be due to her Grey heritage.
Also, isn't it bullshit that Vulcan's supposed to be "omega plus" because he's realized 70% of his potential. I mean, if he's at 70% of his full potential, then doesn't that mean that he's not Omega at all?

the shi'ar seemed determined to kill everyone related to jean. to me, that was them saying "this broad destroyed galaxies, lets stop another one from being made." i don't think it's any confirmation of rachel's omega status, but it could probably be used as a source if someone decided to spin it down that road some day. i'm actually surprised that with the whole phoenix-sword crap that was going on in UXN recently, rachel's status hasn't been confirmed.
also, vulcan was being supercharged by darwin [who'd in turn absorbed remnants of sway and petra] when he was reawakened by the burst of mutant energy from m-day. i believe his powers have settled back to their genetic level now that darwin's not in him anymore. omega plus is a name for a fatty acid, too.
