First of all you need to learn how to read the bible other wise you end up confusing yourself by taking scriptures out of context. To understand a scripture you must read the whole chapter and see in what context it is written and also look to whom the letters in the NT is written. Peter is writing to believers scattered in different areas of Asia. Peter is teaching them how to live amongst each other in the face of suffering and tribulation and then compares it to Jesus who suffered on the cross when he died for our sins so that we could be saved. We were captives of sin but were set free by the blood of Jesus. Concerning the part about Noah, he mentions only 8 people surviving.

The keys that Jesus possess is a symbol of authority because by Jesus' death and resurrection he conquered death and now has the authority over death. Rev3:7 explains more about this.
