Spider-Man isn't going to be dodging "hail" or winds or anything else for that matter. Lightening I'll give because of his experience with Electro and his webbing. Can Spidey somehow dodge suffocation or -20 degree temperatures. I wouldn't be surprised if you said yes. A single bullet can kill Spider-Man. A bullet fired by a gun can go at 300 mph. A hailstone or bricks or blades of grass powered by 700 mph winds would go THROUGH him. He's nowhere near the durability to withstand anything Storm throws at him. He's not the Hulk or Thor.
Spider-Man has next to nothing to use against her. What options? What is he gonna do. And don't say the ridiculous 'he'll throw something at her" cliche. What? What is he gonna do? He can't reach her. So that negates his strengh. His webbing certainly isn't going to reach her. He's completely helpless.
Spider-Man in enclosed space can beat her. In a wide open area with the whole freakin sky for Storm to work with, absolutely not.

Parker is still brilliant, he should know to get the hell out of dodge if helter skelter is coming down. otherwise Storm kills Spiderman eventually. he dosent really have the means to put down a ranged character that can also fly
