What non-cosmic individual in Marvel or DC can kill a prep-timed Dr. Doom easily and

Nuerological attack? can Doom use these against Doomsday effectively? has he used them before?

Yep, he did it to Hulk.

what exactly do you mean by Nuerological attack?

He could paralyze Doomsday, or give him a seziure.

Doomsday's body doesn't operate the same way as anyone Doom has encountered and his healing seems to be as good as the Hulks (going by the time Superman cut him with an energy sword and it healed up straight away) so i doubt Doom could use this sort of attack effectively

not necessarily........ the Human brain is an incredibly complex thing and people don't know everything about it....... i think it's highly doubtful Doom will easily affect an aliens brain which he has no biological info on

Whatever his achievments, Doom in the end is still a human
being, and there is a limit to what he can think of and understand.

With regards to the topic, probably Dr.Strange. While most other
heros and villians can have their powers over-come in some way
or another by some Doom invention (probably not, but assuming
he has an expecially creative day), Dr.Strange's magic can only
be over-come with magic, and Dr.Doom doesn't have access to
that level of magic.

One more point, I think Reed Richards is smarter than Doom,
but mostly in science. Dr.Doom is probably a smarter schemer
and planner.

Doomsday doesn't become immune to the type of attack that killed him, he resists it. It's called adaptation.
