Sure, Cyke can't lone someone his optic blast, but Batman could hand Canary a batarang or some smoke pellets, and with an hour of prep, give her a spare utility belt and knowledge of the implements.
As for the rules:
I wasn't referring directly to the telepathy being violent or non violent, or in actuality, hostile, due to subverting one's free will or violating the privacy of their mind without permission (Lady herself stated putting them to sleep non-violently was still hostile and would account as a dq, yet mind control wouldn't. If it was just telepathy used for persuasion you could use your mouth and not need telepathy), I was referring to everything else.
All that was stated at the beginning of this event was that the groups split into 2 teams; one combat, one crowd control; and that the crowd control must disperse the riot "non-violently" (which has now been shown to be open to intepretation), and that there was one hour of preptime. Then after the initial strategies were already posted, Lady changed the stipulation so that the teams shake hands before the fight, and combat began upon the handshake, which nullified both strategies (and we were penalized for submitting our initial strategy late even though she nullified it with this new stipulation anyway). It wasn't stipulated that teammates could not share tech until after it became known that the Punisher was wearing Black Panther armor and Lady made the ruling on page 19, not before the event. Just as the handshake and setting of the battle, as well as whether the rioting took place at the same location as the battle or not. Non of that was stated before the event started.
That's what I'm talking about. All the rules, stipulations, and other variables like location, layout of said location, presence of civilians, etc. should be stated before the event begins, that's all. In football you don't the rules don't change so that all of a sudden pass interference and offsides are allowed, shotgun formations are not allowed, and you have to play in a swimming pool while the games already into the 2nd quarter.
