If this is the way they choose to battle, it'll be like a tug-of-war. They'll both strike at the same speed/both start pulling the rope at the same time. However, Electro has better skill and dexterity with his electrical power/Electro is stronger than Storm and has a much better grip on the rope. He will overpower her electrical attack and defeat her, even though they started at the same time/he pulls her forward with the rope via his superior strength.
Now. Does that make sense? Cuz if it doesn't, I don't know what will.

Yes, they could each keep enhancing their strength over electricity. BUT, Electro just has better control. It's like not only being stronger than your opponent in tug-of-war, but also having a better grip and technique. He would overpower her attack and get to her first.

Normally, I would agree with this. However, this whole battle I just described, it would take place in about a second. Two, at the most. Not enough time for any other whether phenomena to be a factor here, lest she wants to divert some of her concentration away from the electrical joust, which would only speed up her defeat. Know what I mean?
