Even after appearing in so many titles, Sephiroth's true strength is still unknown. It's stated in the official book "Reunion Files" the Sephiroth seen in Advent Children has "ascended to a new level of existence" and is much stronger than before. But Sephiroth never used the full extent of his powers in the final fight against Cloud, and because of that his true potential is still unknown

As a combatant: Sephiroth displays the ability to summon solar system busting supernovae, hold back a planetary destructive force of energy (holy) with telekinesis, erect a magical barrier that was capable of blocking a blast from the Sister Ray canon that tore a hole right through one of the Goddess created defenders of the planet, one of the WEAPONs, and eventually gains full control over the entire negative life stream and has been stated by his creators to not have displayed anything close to his true power.

As a character: he has incredible visual appeal, and an incredibly well told backstory.

I fail to see how Kefka truly compares or how Sephiroth is somehow overrated.
