How would he augment his strength if the shackles were draining him?
I am assuming nothing. In the scan, the Surfer says "I can feel them leeching away my power cosmic! A nanosecond more and I shalll be thus encumbered for all eternity! But that nanosecond will not pass!" In order for him to break the shackles, he would have to move in a fraction of a nanosecond.
It was clearly his speed that saved the Silver Surfer, not his strength.

Whether it was his strength or not, he would have to move his arms and legs in a fraction of a nanosecond to break free. He doesn't phase through matter whenever he travels at lightspeed.

Anyways, this will not be an easy fight, SS is quite vulnerable to magic, as is Galactus.
CM is nearly superman, but a bit weaker in all areas, but he can use his powers more efectively.
I see this as a hard fight, one that could simply go either way, that is, unless SS speed blitzes CM.
IMO, CM can handle one or two speed blitzes, and is fast enough to evade for a while, especially while shazamming some magic lightning.
But, in the end, Surfer wins, just too powerful too fast and too much to work with. Though I actually like Shazam and think he should be better than Superman, he isn't and he'd lose this match.
OT- They need a good revamp on shazam, get rid of the whole 16 year old deal. Make him a bit stronger to rival superman, but UP his intelligence......to like uber genius level. Make him less of a boyscout and more of a "ends justify the means" type, CM could be awesome.

I agree. Shazam would give more resistance than Superman, but I wholeheartedly believe that the Surfer will prevail.

It's pretty much the overall impression of people. Most agree SS could beat CM, but he could beat SM faster.
I like Shazam more though, I like the fact he can out superman superman sometimes.
