I went with SF and heres why:
SF's character isn't using BS' body, she's using Binary's, which makes you pulling off her head or killing her with one blast impossible even with SS amped strength via Hulk(which zantanna can calm the hulk side, making nats char. less strong)
SF changed his strategy basically mid-thought, now he is relying on Zantannas magic/Binary's strength/speed/SS level durability.
SS is and has always been vulnerable to magic, as has Galactus.
so, SF's character made hulk obsolete, and damage never really didn't do jack either(but neither did bloodstorm).
I don't see how nat possibly could win. imho

Pre fight beating myself up increases my strength via Hulk AND Damage. I will doubtlessly be at least twice as strong as binary, and Zatanna will not have time to cast a spell on me before I remove her head/snap her neck

Kinda like fighting a guy with an iron ball and chain, when iron totally screws up your powers.....damn near impossible

Zatanna hasn't moved at light speed, she wouldnt think to move that fast, her first instinct is going to be to cast a spell. Stormfront has already stated she is going to start the battle by going into mist form, and I will simply blast that away.
Going at high speeds is just like lifting weights, during prep youll find easily that you are stronger than you were.....then just as easy find how fast you can go.
Thats the first thing anyone going into a fight with new powers would do.

yeah forget about bloodstorm. you know surfer is vulnerable to magic therefore you ignore it because i can beat you with it. you can't take me out with binary's body. face it. all it will take is a few spells to put you out. containing you with something powerful then calming you down isn't against the rules. don't need to master anyones powers except zatanas powers which since she already has her mind she has mastered them. and i gave the wrong comic where zatanna didn't speak to do a spell. i think it was wonder woman # 134. i am almost positive that is was in one of the 130's. you can't basically do anything to me. and my greatest power is your greatest weakness. smart poeple would know that if this fight were to happen in the comics my character would win

Also, for those who don't know, for all intents and purposes a character may not be able to use powers beyond herald level. (ie Zatanna saying anything backwards to win.) They are limited to herald level actions.
Slight Critique of the current situation:
When you choose your characters mind, you also get the consequence of how they would act. The silver surfer for example is a pacifist and doesn't rush to anger easily. More than likely he isn't going to rush into an unknown battle and rip off his opponents head.
Has anyone considered all the possibilities? Here's one. Adding the power of the Hulk into mix may have actually weakened Nataku's amalgam.
The silver surfer is one of the most powerful heralds. In every instance the Hulk and Silver Surfer have faced off in comics head to head, the Hulk has been defeated. Surfer is never affected by the Hulk's powerful blows and uses the power cosmic to surpass and counter anything the Hulk can do. So I ask, why combine the Hulk's power to someone such as the silver surfer who doesn't really need or benefit from it in the first place? When the surfer IS angry he levels planets and moons with his power. The Hulk becomes such a savage mindless beast with monstrous strength and almost no intelligence what so ever. Many hero's who have fought the Hulk have used that to their advantage. Adding the power of the Hulk may just limit what the Nataku's amalgam can do and has given stormfront an advantage he can use to win.
During prep, you're trying to convince the voters what your amalgam WOULD rather than what you WANT it to do.
All voters must take all possible combinations and scenarios into consideration and choose a likely winner. Also, you are free to change your vote until the very last second.

Have you forgotten your own rules? Have you read any SS comics?
Your rules state they are fighting for the one thing they hold dear.
Surfer when fighting for what he holds dear = Surfer going apeshit, much like when he thought obliterator killed Mantis, and other such events.
I took Hulks Gamma radiation, Surfer has done this one two occasions, and he did not lose his mind as he became more powerful. That is a side effect from the transformation.
