The Source Wall isn't a living breathing organism, much less an organism composed of the power cosmic with complete control over matter at a subatomic level, and greater than light speed. Controlling a tiny portion of the Source Wall doesn't mean he can control the Silver Surfer. There are too many things for him to contend with.
You may say that Cyborg Superman laughed at the Silver Surfer's blast, but the truth is that he wasn't trying to destroy him; simply restrain him. His crossover showing wasn't really a fair representation of the Silver Surfer's power. Though at times they may be tentative, crossovers aren't the best way to gauge a character's power; such as Hal being overpowered by Kyle, when his will is widely known to be stronger. The Silver Surfer could have just as easily rearranged Cyborg Superman's molecules, or whisked him into a black hole. They needed an opportunity to introduce Hal. No multidimensional character ever uses all of their abilities in a single comic book showing.

Showing a little bias here. Apparently, the reason you think Surfer shouldn't win this fight is simply because you don't like the character, or at least not nearly as much as you like Superman.
Superman is the favorite superhero of millions of people. However, these fights arent based on popularity. I've provided information proving that the Silver Surfer is more powerful than Superman, and now it seems that you and a few others have come to resent the character (and some of you myself,) for that reason.
If this is the case, I don't think there's anything any of us can do to change your point of view. No matter how many facts are provided, you aren't open to convincing.
