Your right, money isn´t the only thing which matters a bit of cred helps. Although in Germany Hoffenheim are doing a good job with well selected scouted players even thought they´r a small nobody club. (they are top of the Bundesliga)
The problem is Bayern Munich who almost control the Bundesliga, will probably try and get the German FA to stop buying spree´s in some way, although they do the same themselves.
What about in the Netherlands, any sign of some club getting financial injection from anywhere? I was in Alkmaar llast year, they have nice new stadium by the looks of it, and they´ve been doing well. Whats their story?

Wenger said they aren't even close to signing Arshavin. Mainly because he demands a weekly salary of intergalactic proportions.
Plus, the chance that he won't live up to expectations are pretty big. Arsenal better of signing Danny from Zenith. He's a comparable player, younger than Arshavin and he isn't as much of an arrogant bastard. He'll probably cost less as well.
