I think it is. Home advantage is a thing and whichever team is at home for the second leg will definitely play better. The away goals rule diminishes this.

With the away goals rule, winning 2-1 means the winners of the first leg qualify because they've arguably played better. It's harder to score away and they kept a clean sheet. It encourages teams to play better instead of having insane 4-3 games where players are likely to get injured.

Where the away goals rule really bugs me is in cases where teams draw in both games but because one team only drew at 1-1 at home and 2-2 away they go forward even though both teams played about evenly in both matches. I think in such examples the rule is indefensible.
I don't really want games to go to extra time and PKs either, but I believe we need some alternative to an outdated rule that came about when scoring away from home was much harder than it is today. Extra time is a better test of which team is better and built for a deep tournament run than just "okay, how well did you do in the other team's house?"
If player health is the major concern, the solution might be to ditch extra time and just go straight to PKs, although PKs have their own issues, as they're mostly just a test of who has the better keeper.
The problem with that is the second leg away team is at a disadvantage should it come to extra time.
With away goals rule, the idea is centred around not conceding at home.
Don't underestimate away fixtures, they're still a problem, and injuries are very detrimental in today's game. Extra time being avoided is a good thing to me.

I very much doubt it. As good as they were for a good portion of the season, they bottled it towards the end, and even Harry Kane was right in saying that there was no point in talking about how they had such a great season, only to finish behind Arsenal.
I honestly think Spurs would be lucky to get a top six finish next year. As much as I loathe Mourinho, he's gotten in to the habit of winning trophies, and I expect United to challenge for the top spot next season, especially with such good young players coming through.
Then you've got the likes of Arsenal, City who just got Guardiola, and of course Chelsea looking to forget the disastrous season they had.
I think Spurs are capable, mind you. If they keep their best players. I just don't think it's likely.
