It is? I mean, they're a non-force sensitive bunch, which are usually vulnerable to decapitations by force sensitives... as shown when in TCW, when Savage easily took out their bosses.
The Mandalorians were hard to handle. Black Sun, less so. Indeed, when they messed with the bosses, the only ones that gave them the slightest issue were bounty hunters noted to hold no real allegiance to it, and were just one of several factions needed to mass enough conventional forces to back the Death Watch.

Yes because the Black Sun is the most powerful crime syndicate in the galaxy, Sidious noted they could have interfered with his plans if he didn't send Maul to cripple them. He noted how they could practically do anything they want, their resources limitless, etc and so on.
This being years before their prime, when Xizor came around that jumped up a few good notches and further cemented the organization.
They aren't just a bunch of regular mook mobsters.

Yea, they have lots of resources, which still doesn't make 'em good in a fight by force user standards.
It lets them hire other people who're better in a fight, but they themselves are not badass in, say, the sense Mandalorians are. Their enforcers are better-trained criminals than average, but as we've seen, that's not much to even a relatively minor force user. A Nightsister was the best hired person we've seen from them.
They aren't just a bunch of regular mook mobsters.
They're rich mobsters. Neither the time Maul took them down or when Maul and Savage took them over did they encounter particularly heavy physical opposition.
An elite mobster is still a mobster.

luke killed a GOD!!!! an entity that had existed since the beginning of known time and reset the star wars universe unknown amount of times before luke killed her
no sith came close to those powers. Darth Vader would have been the closest since it was his family we are talking about and darth never reached his full potential due to his sacrifice to save his son
