I'd say Padmé, she took a big hit from the Nexu in AOTC and she kept going, and even survived the huge battle in the arena that followed. Leia started running away from a couple of Stormtroopers in ANH until they stunned her, and 1 blaster shot to the shoulder put her down in ROTJ.

They're almost evenly matched in terms of accuracy, with Leia having a small edge. Padmé is more accustomed to large-scale engagements, while Leia is more the covert ops type.
