"Well, yes. We must defend ourselves, and I was not aware te pruchase of weaponry was illegal. Of course, if such is the case on Newhaven, then I shall obviously do my best to stop my comrades from buying any such system.

No, it is not illegal in the slightest, everyone seems to have a gun. A lot depends on the planet itself, of course, but as far as Interstellar regulations go, there is a lot in the way of taxes and such, but no laws.
