"Yeah, pretty much..." Rand says, rubbing his withered tentacles. "I mean...no place is safe these days! I mean, I was in the Republic this one time...man, wasn't good. Though, the Republic is a lot nicer...safer...yeah..."

Can Rand use Empathy to see what this guy is feeling towards him?

Scan, not Empathy. He's bored with you.

"Sounds like you don't have a bean to your name, in fact."

Bored, eh?

Can Rand make a Law roll regarding something to speed this up, perhaps get us out of here sooner?

We came here because the pirates were on us. We thought we would be safe here. I don't know what we are going to do. We realy haven't talked about it much. I know some of us want to go back but I just wanna make sure we're safe.

Takuan-

"Very well," he says. "If you are planning to export technical parts, I will need a list of what you intend to buy. There will be duties to pay."

"how shoud i know?....i'm just a merchant. i stay with them because the bosses say so....good money in it too. honest folk, these miners."

In what respect do you wish to apply your Law, Rand? Specificially as to how to speed up an interview as this, or more generally, or in some other regard?

"Bosses? Who is in charge? And whom can I get such a list from?"

Takuan, go with the 'oh, they all died in the attack' answer. 😉

How about any loopholes that would be able to get us onto Newhaven without papers or at least get us our papers faster? Whereas they would not need to do so thorough an interview or search?

i think i'll rather go with the
"my bosses...as a merchant. i am delegated to work with the miners by them. but i though you didn't need to know more of my line of work."
response, rand 🙂

"and i don't know about that list...perhaps it will just be easier to let us actually FIND these objects first. the duties are unskippable anyway"

Loophole to come in without papers? Claim Asylum. Bit late for that, sadly.

"Hello, I'm Rand, and I'm off my rocker! Please throw me in the nut house..."

No, I don't think that'd get the job done...

How about to get us papers quicker, then? So that they can be less thorough?

Political asylum, genius, not like a mental asylum 🙄

"We're just looking to stay long enough to get some parts so we can at least begin repairing our base." Rianna says.

I think you will find I meant political asylum. Pose as refugees. In fact, all worlds in the Republic are obligated to accept refugees. It's a bane of content between the Outer and Inner worlds because the laws state that the first available world has to accept the refugees, which is of course never the inner worlds so the outer ones, strained already, have to care for them.

Getting proper papers could take months. You just want an entry visa for this world. Frankly, you are surpirsed the Bureau is making such an issue of it- Immigration laws in the Republic barely exist, it being a conglomerate of sovereign worlds without a single foreign policy. There have been agreements over time but they barely count at all. All you need to do is conform to the laws on Newhaven itself and demonstrate that you have legitimate reason to be there and they'll have to let you in whether they like it or not.

"When did I say that we share money with merchants? I spoke about my fellow miners. The transaction didn`t happen in those circumstances. You should take notes." -Gallador tries not to show his amusement. Those Agents can`t possibly outhink him

"Ah, I see," says the non-Agent. "So in that case, you Miners don't have any money..."

(Ush, I edited my post slightly while you were typing.)

He's repeating the question,. Your tactic was that the Merchants had the cash. He's saying you are broke.

Gallador calmly and slowly repeats that those miners that escaped and weren`t with him, were at the hangar, and they were preparing for transaction with aproaching merchants, who brought a huge supply, that would be enough for many months. The transaction didn`t happen because of pirate attack. This is why they had money with them.

"That's odd," he says. "If the Merchants were there with huge supplies, what ship were they using?"

"I wasn`t there when they arrived. It seems they lost their main ship."
