Normally thats the smallest he shrinks but with more Pym particles he can get smaller. He's shrunk himself down so much before that he's entered the microverse.

He normally wouldn't as there's a risk of over straining his body when he tries it ... of course when you're in the middle of a nuclear explosion (or whatever) you don't have many choices.
Normally he gets a little smaller than a flying ant with no strain though ... so there's room for some extra shrinkage.
