DC follows an internally consistent continuity, so you could say that everything preceding comic 'A' leads up to, starts, or ties into comic 'A.'
But that wouldn't be wholly accurate. It's kind of a similar story with SC War. They took a character that first appeared in Infinite Crisis, and did something with him.
But...that's no different than taking Hank Henshaw (who first appeared in Adventures of Superman 466) and doing something with him. It doesn't mean that Adventures 466 is a start or tie in to Sinestro Corps War.

There are multiple robots working for the GLC but I don't think that counts.

There was also brothers who one was in the GLC and the other was in the Sinestro Corps. Name slips my mind, and to arsed to look it up
