In DC, do they ever explain the relationship of Speed Force users and beings with superspeed yet not directly tied to the SF (like Superman, Wonder Woman, Captain Marvel, etc)? Are any of them "sensitive" to the Speed Force in any way?

IRL, speed of light by far, nerve impulses travel only about 100 meters/second.

In comics, speed of thought can sometimes be faster.

Not really but it seems they're more pre-disposed to accepting SF amps and they seem better about entering the SF with help from Speedsters. Cheetah for a while was a demispeedster I think thanks to Zoom.

It's set in the possible future, I'm guessing, with everything returning to the status quo by the tume the arc is finished.
