Yes it does. Lucifer was never meant to really recieve God's power. Do you know what he got from God? His intellgence and his will.

Michael has God's power while Lucifer has God's will and intelligence. Do not ever mistake Michael having God's power and Lucifer not having one as Michael stronger than Lucifer.

Michael is stronger in raw power but Lucifer has more willpower and smarter(that is not to say Michael is dumb, Lucifer is just smarter).

Keep in mind, Lucifer is in the Marvel Universe. Who's to say his powers will be up to par in the Marvel Universe? Who's to say Thanos with the IG won't stop him? Or LT? DC went the biblical way, where to as Marvel went the way of Cosmic beings.
