Archangelysses underlined my point quite well. Sidious does not have absolute control over his Force Storms, nor did I ever claim that he did. However, on panel evidence shows us that the only time when a Force Storm escapes his control is when an application of immense Force power and connection (three Skywalkers) and the proper knowledge give them the ability to temporarily cut him off from the Force.
Every other time we've seen him use a Force Storm, it went off without a hitch. The desired result occured, and all went according to plan.
He lost control only in that one single instance.
Other than that, he seems to have perfectly fine control over his Force Storms.

In other words, he can't, and he knows it, and he decided to lie to Luke so as to seem more powerful. Now picture the scene. When he states (and lies) to Luke that he doesn't have perfect control over the Force Storms, do you think he would have even thought of an instance such as being cut off from the force. That's extremely unlikely, and even if he had, it would actually not be lying (it doesn't fall under that catagory) and would be more holding back certain truths, which isn't lying. So I'm sorry escape, but you are wrong, and faulty logical deduction isn't going to save you.

Save for instances when immensely powerful third parties take that control away from him, yes, he does have perfect control.

That's clearly the only thing that ever happened to make him lose control of a Force Storm, unless you can name another instance in which he loses it?

That wouldn't be lying. He would have been stating that he had perfect control over them (which in this case would be true). This wouldn't be lying. It would only be lying if he clearly stated that he had perfect control of them, even under circumstances where he was cut off from the force.
That's where you both interpret this differently. One says if he had perfect control of them, then he wouldn't have been distracted under the circumstances. The other one says he had perfect control of them but lost control due to circumstance. I tend to side with Escape on this one because lets say hypothetically, Nihilus is draining some planet with his neeto burrito technique, and the Exile or somebody came onto the Ravenger started a fight with a saber and what not. Nihilus isn't going to magically keep on draining planets while attending to another fight is he? Having control over something does NOT include multitasking or having a distraction. A distraction will always "distract" full control. Anyways, I wish I was a little more clear on this but I'm tired so I have to use prepubescent language/examples.
