He can just fight to the best of his abilities Abhi. Aren’t you the big advocate of Surfer being an energy manipulator and always blasting in fights? In character he overcame being Knull’s prey which showcases his ability to think outside of the box, and I need to remind you, both combatants fight to the best of their abilities. The Surfer told Gladiator that he knew his weakness, and Pre Crisis Superman had weaknesses as well. He legit has cosmic awareness. You may want to leave that out, it it’s canon. Does Superman use Freeze breath in every fight? Does he vibrate to avoid punches in every fight? Does he sing universal hymns capable of shattering or destabilizing local space? No, but can he? Using comics to decide forum battles is the wrong approach. Comics are there to cite but you can’t forget that many showings are for sales and not how things will always turn out. The Surfer holds the advantage here.

Surfer doesn’t have to be tangible in most of his encounters but plot dictates we get a great story which is greater than the character or characters. In reality it would fit perfectly within Norrin Radds passive nature to subdue Superman as efficiently as possible. Superman was vulnerable as still is vulnerable to more than just magic. The Surfers power cosmic would affect Superman just like Galactus’ PC would affect him. So yeah, he could absolutely turn Superman’s powers off, or alter his genes to where the sun does the opposite to him. He has feats of processing info very quickly. But again, I think Supes is so fast it doesn't matter at any rate.
