Norrin was weakened in the beginning of the comic but later said that his power was fully back. Then he was drugged. Does drugging him take away his power cosmic? I dont think so.

Guys beleive it or not Norrin says in his own words why he is weakened. And you guy dont wanna see it.

Why would he be on the ground after healing the man? Logically, he would be on the ground if he fell to the Earth after hitting Galactus's barrier. I'm inclined to believe that your first scan occured after Surfer hit the barrier. Could you post the entire page that the first scan is from?

Surfer tried to break the barrier and fell to the gound and was weakended.

Later he says that the COSMOS RESTORED HIS POWER.

Then he drinks coffee and is drugged and passes out. Wakes up and heals a man. THEN SAYS THAT THIS WEAKENED HIM.

Then he fights Abom.

Im done dealing with this.

Bottom line is Norrin said what weakened him and said twice that his power comes back too slowly.

SS can simple absorb Energy Supes , turn him to rock , go back in time , attack with World destoying attacks , Speed blitz ,

or do this

World destroying attack , energy absorption , FLight Speed , Turn them to rocks , etc list goes on

Silver Surfer has too many powers if he choose to go bloodlust not many people can stop him
