Telepathy won't work on DM or Soul exploitation as DM doesn't have a soul. There is no God in that universe.

In a total stalemate fight, eventually, he will use it. DM has no means to hurt/affect the Surfer. Meaning, Surfer has options, DM does not.
Or Surfer can just blast him (and all his copies) into vapor the same way Ozy did. It won't kill/KO him permanently. But just long enough for the 10 second rule to apply as it took him quite a while to reform in the comic.

Thanos has shown defenses against ALL of that. Including formidable Astral Plane "feats" as well vs Galactus IIRC.
Funny thing is, I do remember Thanos losing to the Surfer in an Astral battle in Infinity Guantlet IIRC.

There is no proof that Watchmen is part of the DC multiverse. We know that DC has similar versions of the Watchmen characters in Earth 4 (Captain Allen Atom instead of Doctor Manhattan).
The whole story of Watchmen gave the intentions that God didn't exist and DM became God or a god at the end.

In comics, telepathy is manipulating of the mind which is tied to the soul. That's like saying Dr. Xavier can mindrape a sentient robot.

Anyway, none of that stuff would work on DM. DM has control of his entire being and can reform at will over and over again. He can multiply, grow, and become intangible (untouchable).
And yes, Surfer's tp is limited. The opposite of limited is unlimited. Surfer made the world full of peace. That's not showing he can win a fight against DM. That doesn't mean he can put DM to sleep or kill him. Peace and sleep are apparently two different things.
With the scan you showed Surfer would wtf stomp Thanos easily.
