He's used his Shikai like... Once.

He has used his Bankai more times than his Shikai, in fact pretty much every fight he immediately brings it out. Probably because he sucks so much.

He needs his Bankai to fight against unreleased Arrancar, as Kandy pointed out.

He has not fought anyone but an unserious Gin, random Arrancar, and Harribel, whom he admittedly surprised with some random attack we never saw before, but before that Harriel would have killed him were it not for his amazing Water Clone that he stole from Zabuza, and she then was fending off him and those two Vizard. He then beat up his childhood friend and was pwned by Aizen.

None of that is a sign of weakness though. Especially considering that, his most pointed out low showing, the fight against the Arrancar, he was weakened, and immedietly after removing the weakening seal he won effortlessly.

Dunno, I think Toshiro's hated for the same reason Halo is.
