This assumes that Tsukishima can steal powers when there's no evidence that it can happen, to begin with. There's no evidence that Ginjou can steal Ichigo's powers, as well.
Tsukishima could also be making Ichigo's life as difficult as possible and trying to make Ichigo lose his mind for some other plan c that we haven't been introduced to, yet.
Also, Ginjo really could be evil and in league with Tsukishima.
