Sorta. She herself isn't particularly powerful by the standards we're talking about, but the Imperium Silver Crystal she wields is massively so in her hands.

Are you trying to manipulate a travel feat into combat speed? I'm no Sailor Moon expert but from what I can recollect from the cartoons as a child her powers were extremely underwhelming. Either way it's just a tribute and you're taking the outcome of it too seriously I doubt the creator took the Sailor Moon manga into consideration while making it and why should he? Most people only know Sailor Moon from the cartoon. Furthermore, despite how powerful a character is, subdued under illusion they can be struck a thousand times without even realizing it.
