In seriousness, it's just because he is a more powerful spiritual being than most other humans. That's how Orihime and Chad have spirit powers. They are technically fullbringers, though.

Well, anyway, this is the real reason for a fullbringer's powers:

So I take it that a fullbringer is a person whose family (it can be said that a a family is attacked for having a significant amount of spiritual power (rieryoku) that attracted the hollow to begin with) is spirtually powerful and, therefore, they get some of the hollow powers in addition to their latent spirtual powers.
So it is a combination of two things: spiritual power and their family being attacked.
I assume that Tatsuki could become a fullbringer because it is likely her parents interacted, even if slightly, with hollows. She may have some weak spiritual powers that we could label as "fullbring" powers if put to the test.
