Kira is one of the least common characters. He only shows up when everyone is getting raped and he needs to fight with the lapdogs of stronger enemies. Rukia is a main character and has had WAY more opportunities to smile.
Not to mention that all the things you posted except one of the scans were either confident smirks from her or a half-assed smile given after seeing a best friend who she hasn't seen for a long time. Kira is only a depressing guy because the only times he's shown up is when he's about to or is getting killed.

In some Bleach fillers, Kira was much more emotional than Rukia. While those aren't cannon, they gave Kira the chance to show emotion that he didn't have in the manga.

Itachi's even more emo, but he has truly smiled before, and Rukia hasn't... at least not in cannon.

No but apparently the description of her technique counts towards her general demeanor. Would it have sounded natural if Rukia went "Haha I'm dead now technically so nah nah!"? Or maybe Kubo chooses to describe her that way because Rukia has always been Death themed in a non-emo/grim way. All the Shinigami are for all intents and purposes death. ._.
There is almost certainly filler of Rukia getting to smile more and be happy. More than Kira.
Well for starters Itachi is more depressing than Rukia and has had far fewer light hearted moments. And you cannot prove Rukia's smiles are forced in any way because the manga gives no indication that they are.
Rukia is sympathetic and yeah clearly has a low opinion of herself that during the Soul Society Arc bordered on self loathing. But that=/=emo. Emo is about a general demeanor on top of a depressing backstory. Rukia has a sad backstory that obviously comes with a lot of guilt and anger towards herself but what makes her not emo is that she doesn't really let it affect her interactions with others. She is portrayed in the story as a good person who can get into comedic moments just fine without being a buzzkill. Jokes aren't made because of her emoness like Crona either but through other methods.
Her emotional issues aren't the only parts of her character the story presents us is what I'm saying.
As Nodt's transformations gave me flashbacks to the Scary Stories to Tell in the Dark series. The old versions with the super creepy illustrations.
A lot of Rukia hate going on. Can't say I agree or disagree, but I do like her appearance in Bankai.
