Maybe. Hard to say- certainly a strong shikai.
I felt like there was way to much exposition in this chapter. It was a very eyerolling kind to.
"This is how my attack works."
"Tee hee, my attack is working because this is how my attack works."
"Wait, why isn't she being affected by my attacks? My attack works this way. It should work on her."
"Oh its because of instinct."
"This is why that works."
"This is why you're supposed to think that was awesome."
"You're supposed to be impressed by this. Which is why we're having all these reaction shots. Yachiru is cool."
And then Yachiru explains how her attack works too. >:[

The fact that Ikkaku has one and Hisagi is implied to have one now too. Out of all the VC Yachiru just seemed like one of the more powerful ones simply due to the fact that she hung around Kenpachi all the time...Well a better way to put it is that Yachiru having a bankai would be less out the blue than say Rukia having a bankai.

After thinking about it, I was being very dumb. I knew that, already (about her subordinates having Bankais).
And, yes, they are afraid of her. She's clearly very powerful.

Kenpachi was already using his Shikai. He and Ichigo are unique in that regard.
