An Information Broker / Mirror's Edge / Assassin's Creed sort of thing.
In a world where political corruption is more common then water, the people of all cities have begun to feel the unbending backhand of government dictation. Corporal Punishment comes hand in hand for even the smallest of offenses. Death is second nature. In this world, those who wish to be free have to live by another view. They have to see things that those stuck to the ground cannot.
This RP is centralized around a single city. In it, a group of people like the Runners work to fight against "the system". The players will be sent on missions to take down the political system in several different ways. It will have them breaking into buildings to steal information and replace it with false reports to slander those in higher office, stealing funds and weapons to weaken the opposition and once enough trouble has been caused directly take out those people. Players can either work for the rebellious runners or for the government as sort of "Counter Agents".

Main Skill: Parkour.
Distraction (Causes a commotion, usually by directly attacking high priority targets)
Main Skill: Weapons/Explosives.
Assassins (The ones who are sent to take out a target)
Main Skill: Stealth.
Hackers (The ones giving the missions and doing all the technical work behind the scenes)
Main Skill: Hacking (obviously).
Delivery (They pick up the stolen goods from the runners and return it back to base while the runners lose their high profile status. They also deliver gear to other runners in the field)
Main Skill: None (Replaced by several secondary skills. They lack a defining skill.)
[Agents] -Singular Class, specializing in parkour, weapons, intelligence. This class is overall good due to it being against all others, most likely having to do 1 on 3.
Agents are pre-built in terms of skills, all of their talents being mid-tier.
[Mercenary] Custom Class (Create your own class, this will have limitations).
Note that in terms of Morality;
Runners are Good
Agents are "Evil"
Mercenaries are Neutral
For the runners, a list of secondary skills will be available and the majority of classes will get to select 2 additional skills along with their primary however these are significantly less trained.
Example
A Thief has an S Rating Parkour. The sky is the limit.
All other Runner Classes have at most a B Rating Parkour. While they can be talented, they cannot do as much as a Thief.
General Runner Team Set up and Mission
>Hacker (Hacks into _______ and gains information on cargo being sent to ______. Assigns it to ______, the Thief.)
>Distraction (Heads to a nearby location to cause a commotion, pulling attention away from the desired mark. This can be in anyway necessary.)
>Thief (Enters the target area in anyway seen fit, using their talent to enter and locate the shipment before heading to the drop off point, outside of the area which after theft will be marked as high profile.)
>Delivery (During mission, may be sent to resupply distraction utilizing things such as helicopters, boats, anything to get the equipment necessary. After the heist is complete and the Thief reaches the drop off point, is responsible for picking up the drop and getting it back to base or to the final target location.)
>Assassin (Final piece of the puzzle. Can be utilized during a mission but often saved for the final act. Once a political figure is at the end of their rope, the assassin is sent in to silently eliminate them utilizing stealth.)
Mercenaries can be used to fill any slot if that slot is empty or if a temporary opening is made. Keep in mind however that said mercenary must have skills in said area (must have Parkour talent to be a thief, must have Weapon talent to be a Distraction) but they cannot be hackers. Hackers are the most important members of the team as they are the ones who get the information to begin with.

To be honest, I'm really not sure how to go about it. Instead I started watching Vampire Diaries. -__- (Halloween kinda mood.)
I'm in the mood for vampires, or werewolves. Anything Halloween related, you know?
But I mean we could always start it out like the series and the town could be destroyed, which would motivate our characters to want to kill and destroy the titans.
