Its been a long time since I've visited this thread, so sorry I haven't responded earlier.

Anyway, if you'll review the issue a little bit more closely I think you'll see that Hal did indeed create the swarm, AND controlled it too.

When Alan eventually defeats the swarm, he says "Thats a pretty familiar energy signature, Hal -- I hope you have an explanation".

At that point, it gets revealed that Hal purposely created the swarm to mess with Alan, and that Alan had been messing with Hal for the duration of the trip. First by jamming his ring (without Hal's knowledge, hardly a feat), then by the yellow coloured storm, and then by the yellow quicksand.

Also, Alan didn't using his ring to stop Hal, Barry and Jay from helping him beyond a simple shield -- which only Jay was banging against. Hal certainly wouldn't have helped him. He knew that Alan was in no danger the entire time, because Hal CREATED the threat in the first place.

Reread it, with an eye towards what I'm talking about, and I think you'll see that I'm right here.
