County health clinics and planned parenthood clinics give out condoms, foam, and birth control FOR FREE to anyone who asks for it. They also explain how to use it.
If this resource is already available, why does the school need waste their budget on condoms? On top of that, if people are ignoring these resources, what makes you think they would start practicing safe sex if a school offered what these places already do?
maybe because school and sex go hand in hand for people of that age while an intentional visit to a very public sexually alligned outlook like the planned parenthood department might not be the most attractive option for a kid who is shy and has conservative parents who dont expect him/her to be having sex.
condoms dont cost that much.

schools teach sex ed in the 5th grade at least they do in my area. how many eight year olds do you know take a sex ed class seriously?
If a teen chooses to ignore the dangers, it's a decision they should have to deal with. State laws vary, but most any planned parenthood office will give a person contraceptives, even if they're under 16. I'm pretty sure Ohio, and some others, will give them to a 13 year old.

guns/bullets/military expenses/tax exempts for relegious institutions/the space program/funding for the cheerleeding squad all cost more. condoms prevent unnecessary births, its more of a cost-benefit thing.

A 13 year old can, without parental permission, obtain condoms and education at a planned parenthood or county clinic. Most states in America consider 16 the age of consent, not 18. So you're wrong. None of this is on-topic, however. Handing out condoms won't change irresponsible behavior. If it did, the problem would be solved already, since, as I've mentioned (yet you've chosen to ignore) health departments and PP clinics already perform this service.

Sounds to me like that kid is making an informed decision to not use the resources available. The kid feels the need to keep the decision from their parents, that shows that they know it's something they shouldn't be doing. Tell me again why the shy kid is anymore likely to approach the schools counselors to talk about sex in a still very much public setting, school.

Yah, they have those in gas station restrooms. If the kid doesn't wanna spring $0.75 on a condom, that's also a choice they're making.
Like I said condoms are not hard to get. Have you ever went to buy a condom and been unable to get one? A teenager is capable of rational thought, and they should be exercising some responsibility for themselves.

1) Textbooks are way way way overpriced so that's not an efficient way to use money (different topic altogether)
2) Condoms are cheap so it's not draining funding
3) Having sex does not make you a wild kid. Did you even go to college?
4) Sex ed class is not the issue; most homes nowadays have two parents working which is much more of the problem since this means even during the school year they are probably home alone until 4 PM or so. (and even when that was not the case, our grandparents were having kids at 13 and now we act like sex is unnatural; at least talk to the kids like normal people instead of shunning them)
Scary STD pics don't scare anyone in the heat of the moment. Scare tactics are never the way to go. Explain consequences but don't act like kids are drones.
