In the case of Ryu, he is always judged by his fabled (but never seen) fully unlocked potential power... I don't support this in any way shape or form because of the fact that it has not yet happened, and doing so will open the floodgates for every other character to do the same.
In Master Cheif's case... well, as far as using multiple sources of Canon evidence in a video game forum goes, this guy is the forerunner (No pun intended)
And when it comes to Goku (Or any DBZ character) well they really are just as overpowered as they say and really do belong with the uberpowerful comic book characters rather than video game characters...
