well, there is a gap between "perfected" and "all but perfected" and in this case, i'd put all the emphasis on that word "but" in all situations, he is shown from being anywhere near perfection. Considering that, we can use the wiggle room in the word "but" and put him wherever on the chart we feel like he deserves based on actual performances.

A pity Galen never uses a lightsaber but instead a glowing baseball bat...
