I'd have to say that you won't find the best voice in rock or metal.

Garth Brooks and Paul Brandt have excellent vocals in all areas of their ranges, which is incredible in all three. Paul Brandt's singing at low octaves is incredible.

I'd say Jeff Buckley or Tori Amos. Although perhaps those are more personal favorite choices than best vocal ability.
