Superman's powerset isn't powerful enough to handle cosmics without PIS/CIS.

I agree with that. It shows Superman's only leg up is his superior strength, nothing more.
Surfer hasn't ever shown a limit to his strength amping ability, so Superman might not even have superior strength going for him.
