It's not like Modern day Superman is that weak compared to pre crisis. he appeared to be about equal in strength to Earth 2 Superman who could throw moons about.
As the Hulk gets stronger Sueprman will hold less power back and he will also get more stressed, which increases his rate of solar energy absorbtion.

Yes he consciously decided to 'let go', but his subconscious was still suppressing him. The only time i believe that Thor has total conscious control over his strength, is when he goes into the Warrior Madness state. He's virtually unbeatable when he is like this.
He also 'up the anti' when fighting truly powerful beings such as Sutur, Mangog and Thanos. All these beings have durability far beyond that of the Hulk, i.e. comparable with the Juggernaut. These guys don't get knocked over by the Thing and Iron Man.
Maybe some form of Godly awareness allows Thor to unlock the barriers set by his subconscious, when facing off against such powerful foes.
