Superman has run through Top tier(herald) characters more then once. He holds back constantly and you don't see him very often going all out, when he does (by himself not by tempting with his mind) he is incredibly impressive.

However, when Hulk tells that he is holding back and he goes through an group of top tiers, it is immediatly accpted and the i-win-button?
The only thing the Hulk is now doing, is almost saying hello to Supermans level. He still lacks the speed.I mean seriously.

Hulk might be at Superman's levels in strength but no where close to Superman's speed or his reaction time. Hulk can regenerate all he wants and flip out all he wants and irradiate all the gamma energy he wants but unless he is expelling Kryptonite, or someone can prove that gamma radiation can do lick to Superman, I have yet to see any way for Hulk to lay a finger on Superman.
