Superman's Superspeed is different than Hulk running 100+mph. Hulk uses strength in his leg muscles to improve his running speed. We even saw that in the first movie. But that's completely different than superman's Superspeed.
Not only is superman faster but his mental faculties are also operating at Superspeed. This is why he can read a book Super fast. Search a planet superfast. Instead of running in straight line, he is running, stopping, changing directions opening doors or avoiding objects. This is like him building a city super fast.
DCNU Superman read every medical book on planet earth in a matter of seconds. That's real superspeed not just running/flying from point A to B. There is so much involved with this in addition to running/flying. Turning pages from books or downloading from online repositories, reading/remembering/understanding. Superman's flying/running, hand eye coordination and his mental faculties were all operating at super speeds. Sure the hulk can run 1000mph but if superman really used his Superspeed, the Hulk will never see him.

Superman CANNOT fight at light speed as shown and stated on-panel. There is not one scan that can be shown stating or showing superman fighting any character at light speed. Case closed.

Define fighting at light speed?
Moving body at light speed? Superman has done that
Reacting to light speed movements? Superman has done that
Showing Superman not fighting at light speed in ONE panel of ONE comic doesn't prove he can't. That's like showing Spider-man get hit by a slow moving attack and claim he can't move as fast as a bullet.
I can show you where Superman blitzed faster than his hv or even moved so fast in combat that he blocked light speed attacks by moving back and forth or when he was operating in within nanoseconds (walking around and talking casually) where everyone else was frozen solid.
Whether Superman can fight at light speed is irrelevant to this fight since the speed difference is vast. He can move orders of magnitude faster than Hulk and respond in orders of magnitude quicker. And that will still be true if you allow Superman only 10% of the top speed he has shown in comics. That is all that matters.

Lets call Flash isn't FTL too. Superman unable to perceive a battle between two people who are so fast that even Flash couldn't see one at that speed at his normal level isn't a low feat. It just shows how fast Zoom was.
Superman has fought at FTL speed as much it pains you. Not to mention your blind hate for superman failed you to notice that its DCnU superman not post-crisis superman.
