The concept for this character at the time of KOF '94 was to make the mightiest (most violent) and most evil boss character ever.
As everyone knows, Rugal is the King of Bosses who boasts the most appearances in the KOF series as a boss character.
Goenitz can beat Rugal, but do you really think Geese or Yamazaki (or Billy Kane 🙂) could beat Goenitz? They'd all end up missing body parts

It seems not, since he pulled a "Does wayne bradey have to choke a *****" on orochi. And let's not forget the worst plot device of the year, Nothing can hurt orochi except for the kyo and iori. I don't even care anymore, infact forget I said anything, I'll stick to street fighter.

Well I agree in that part. Billy would indeed get owned by Terry,Iori,Kyo,and YES Ryo. Yeah Billy does not hate Terry as much as he use to but he sure does hate Iori and Joe for the reasons I and you have mentioned. Even though some say Billy can beat Joe he aint doin it that easy.
